Special robot zone

The Japanese government has a special zone for robots:

The prefectural government and the cities of Fukuoka and Kitakyushu made a joint application to join the tokku list, which was granted in November. As this newly created tokku zone is experimenting with deregulation to encourage the use of robots it is often referred to as "robot tokku." To use a robot in public places such as streets and railway stations in tokku, all that is required is the submission of a form to the local police station.

I always assumed the bureaucracy would be a protection against the rise of the machines, but it is clear that the Japanese are getting rid of even this road block to robot dominance.
