Austria holds up Turks?

In an interesting story I haven't seen anywhere else, Austria gets the blame for holding up Turkey's bid to join the EU:

A high-ranking Turkish diplomat has described Austria as the country’s “main problem” in obtaining full European Union membership ahead of a critical EU summit in two week’s time.  Turkish Prime Minister Recip Tayyip Erdogan said earlier that he was “shocked” by Austria’s stance on the issue.  Chancellor Wolfgang Schuessel has been pushing for other alternatives to full membership ahead of the summit with the backing of Germany’s opposition Christian Democratic Union (CDU) and Austria was joined by France in pleading for alternatives to be included in the agreement at a preparatory meeting in Brussels this week.
